Common ways for foreigners to emigrate to Taiwan are:

By investment (starting or investing on a company with US$200,000)

By employment (professionals hired by a qualified Taiwan company, manager in charge hired by the branch office of a foreign company, or as its representative)

By obtaining an employment gold card (For professionals or those with talents in technology, economics, education, arts and culture, sports, finance, law, architecture, defense, etc. The gold card functions as working visa, resident visa, alien resident certificate and re-entry permit)

Taking path 1 described above, upon staying in Taiwan for 5 consecutive years (over 183 days each year), foreigners can apply for permanent residence or naturalization.

Taking path 2 described above, upon staying in Taiwan for 5 consecutive years (over 183 days each year on average), foreigners can apply for permanent residence or naturalization.

Taking path 3 described above, upon staying in Taiwan for 3 consecutive years (over 183 days each year on average), foreigners can apply for permanent residence.

Taking path 1 described above but increase the investment amount to US$15,000,000 or more, and create 5 job opportunities for Taiwanese for 3 years or more, foreigners can apply for permanent residence.

Taking path 1 described above, after permanent residence is granted, foreigners still have to stay in Taiwan 183 days or more each year. To leave Taiwan for a long time, foreigners must report to the government in advance.

Taking path 2 or 3 described above, after permanent residence is granted, there is no requirement for the time of staying in Taiwan, but cannot leave Taiwan for a period of more than 5 years.

To naturalize, foreigners must renounce the citizenship of their original country (countries). It is not a must. Foreigners can apply for permanent residence instead, at the same time keeping their national health insurance status.

Hong Kong and Macao residents possessing passport(s) of foreign country (except BNO) are regarded as foreigners

Mainland Chinese can emigrate to Taiwan as foreigners as stated above if (1) they have lived in a foreign country for more than 4 years, starting from the next day of arrival, (2) during which they did not stay more than 30 days in each and every visit to mainland China, (3) they got the passport of a foreign country legally, (4) and have document of proof of renunciation of mainland Chinese citizenship.
